In 1999, the Foundation started its work for the social protection of children and youth in the sugar plantations with the opening of the Community Development Resource and Technology Center (CDRTC) for women and children who are working in the sugarcane plantations/ haciendas in Victorias City, Negros Occidental. The center facility is located in a two-hectare lot in Hacienda Malijao, Barangay 20 in Victorias City. The Center is managed by the Daughters of Mary Help of Christians (DMHC) and has been conducting technical vocational education training program on: Front Office Services and Bookkeeping; Commercial Cooking and Housekeeping; and, Dressmaking and Tailoring.
Through a tripartite agreement with Pan Pacific Hotel Manila and the United Nations Children’s Fund, graduates of the LVF Technology Centers in Victorias City, Negros Occidental and Sta. Mesa as well as those from other LVF Centers were given opportunity to undergo skills enhancement through an intensive five-months training on Hotel and Restaurant Services from 2006 to 2010 at prestigious partner hotels of the Youth Career Development Program which included: Dusit Thani Hotel, Hotel Intercontinental Manila, Diamond Hotel Philippines, Crowne Plaza Manila/ Holiday Inn Galleria, and the Bellevue Hotel Manila.
